I have received despatch No. 964 of the 20th March, enclosing a copy of correspondence between the Colonial Govt and the Spanish Consul, respecting the claims of the latter to administer the effects of a Chinese, who had fled on board a Spanish vessel on the high seas. Having consulted the Foreign Office on this subject, I am advised that the law upon which the subject of Foreign Consuls, and their privileges, and especially the claim to administer to the effects of intestates dying under the supposed jurisdiction of the Power of which they are consuls is fully correctly stated by the Acting Attorney General of Hongkong;
